These heads were first advertised as a “small lancet” in the 1926 Stemmler catalog.
There is one school of thought that these were used as a scalpel, which is a possible as they are still very sharp, even though they are now around 100years old. Mostly they were advertised and sold as an “ink scratcher/scraper” to be used to make corrections when writing. The mistake was scraped/cut from the paper. All of these that I have were mounted in wood handles, generally a hardwood, some I think could be rosewood. I actually saw one mounted on an old arrow on ebay, so somebody really did hunt with them. I’m not sure how good arrow flight was achieved as these only weigh about 50 grains. The catalog had a drawing of the head rather than a photo(1926, remember) These are several of the different version that were sold prior to that time, I don't know which one Stemmler actually sold, but my hunch is either the top two on left-Rogers or Millers.
