I plan on saving a lot more shoulder blades and leg bones from any deer we get so I always have a test medium ready for bh's

Were those heads still capable to taking game - yes, some customers have done just that.

My own personal experience in manufacturing has taught me the same tough lesson about out-sourcing heat treat of components. You can have otherwise good components ruined by the wrong heat treat process.
